1. Enhancing Scholar Team Construction
The Key Laboratory of Fine Chemicals has 29 fixed researchers and 5 temporary researchers. Among the fixed researchers, one receives Special Government Allowances of the State Council, 2 are “Young Experts with Special Contribution to Shandong Province”, 10 professors (including 4 under the age of 40, 4 with oversea academic backgrounds, 10 with doctorates), 13 associate professor (including 7 under the age of 35, 5 with oversea academic background, 12 with doctorate), 3 PhD researchers and 3 researchers who have master's degrees. The research team echelon has reasonable structure and high level education.
2. Infrastructure Construction
The school attaches great importance to the construction of the Key Laboratory of Fine Chemicals, and has invested a total of more than 6 million RMB to its foundation. In 2012, more than 3 million RMB has been assembled to purchase large equipments, such as Laser Light Scattering Instrument, Fourier Transform Nuclear Magnetic Resonance Spectrometer, Dynamic Mechanical Analyzer, X-ray Diffraction and other large imported equipment, strengthening the hardware construction of the laboratory. By now, the laboratory covers an of 1690 m2 and possesses equipments with a total cost of more than 11 million RMB.
3. Researches
(1) Research Projects and Funds
In 2012, the Laboratory has received a great number of research grants, including 8 NSFC (National Natural Science Foundation of China) projects, 25 National Natural Science Foundation of Shandong Province, Shandong Province Science and Technology Development Program and the Shandong Province Outstanding Young Scientist Award Fund and other provincial and ministerial projects, 18 Bureau level, enterprises entrusted tasks. The Laboratory subsidized 6.37 million RMB for 51 projects in recent years.

In 2012, the Laboratory won 1 First Prize and 1 Third Prize of “Outstanding Research Award Among Universities of Shandong Province”, 1 “Outstanding Graduate Instructor of Shandong Province”, published 65 papers, including 32 papers in SCI. Representative papers are as follows:

4. Personnel Training and Development
In 2012, guiding by the principle of “Quality is the Essence, Innovation is the Core”, the laboratory took efforts to train postgraduate and young teachers, and made the following achievements:
1. Young Teacher Training. To improve the academic literacy of young teachers, the laboratory actively encourages young teachers to go abroad and engage in cooperative research. Four outstanding young teachers with excellent political quality, solid theoretical foundation, high academic level of cooperative research were selected to study abroad in 2012.
2. Graduate and Undergraduate Training. In 2012, 12 students from the laboratory were granted master’s degree. Currently, 38 postgraduate students and 2 Ph.D. students are pursuing the master degree and doctoral degree in the laboratory. One master's degree thesis was awarded “Outstanding Master's Thesis in QLUT”.

6. Laboratory Management
The laboratory has established a relatively complete laboratory management mechanism, including laboratory operation and management system, laboratory safety systems, laboratory materials management system, equipment management regulations, laboratory records management system, personnel recruitment and mobility systems, postgraduate training system. Following these regulations, the director of the Laboratory coordinates the operation of the laboratory and research staff, the director of Academic Committee oversees the implementation of a comprehensive examination of the construction and research programs of each team, the office director is responsible for the daily management and operations of the laboratory.
The director is responsible for the operation of the laboratory. Each academic leader carries out the researches according to the research objectives and under the leadership of director. The director is in charge of the formulation of academic developmental plans, the implementation of plans in various research directions, the regular discussion on the discipline development and other issues with academic leaders. He is also responsible for recommending the university to recruit talents of different fields of study and the implementation of personnel training, organizing research teams, declaring and implementing major research projects, the transformation of scientific and technological achievements, as well as making construction plan of the laboratory and make suggestions on operation to the university.
Management of laboratory personnel is guided by the policies formulated by the university, such as to distribute allowance according to posts, to reward the staff differently according to their achievements, to assess the researchers under the university’s regulations. The interim assessment system is introduced in the evaluation of their performance, which means that the director, academic leaders and academic backbone will be evaluated by different methods. The appraisal of the director focuses on his contribution to the construction of the laboratory and the objectives achieved. The evaluation of academic leaders focuses on the construction of talents, scientific and technological achievements in his specific field, as well as the construction of the laboratory. As for the academic backbone, their performance will be evaluated by the scientific and technological achievements (including the fund, awards, scientific papers, patents, attend conferences, etc.). These evaluations emphasize the performance and quantitative indicators, and intend to realize the virtuous flow of talents by introducing competition mechanism and optimizing the personnel structure.
The equipments of the laboratory is managed by electronic network system, all the files are backup by digitalized records, backup software, spectrum database. Relying on the university network platform, the laboratory has succeeded in the digitalized management of experimental sites, laboratory instruments, laboratory medicine, laboratory personnel information, and built the intranet within the laboratory, achieving the sharing of equipment and experimental teaching resources.

8. Relying on the Support of the University
Qilu University of Technology has two First-class master authorizations, which are Chemistry, Chemical Engineering and Technology Disciplines and one Second-class master authorization, which is Leather Chemistry and Engineering. Functioning as an important base for cultivating senior professional talents in Chemistry, Chemical Engineering and Technology, Leather Chemistry and Engineering, Pulp and Paper Engineering, the laboratory made significant contribution to the progress of teaching and research of the whole university, as well as the quality of talents cultivated.
In 2012, the university further strengthened the construction of the laboratory, offering more support on personnel management, funds and policies.
9. The Sources and Usage of Construction Funds
By now, the laboratory’s construction funds reached to 6.37 million RMB. The main sources of funds are the grants, matching funds, and self-provided funds by means of various methods such as research, technology development, technology transfer, etc. These funds are mainly used on the purchase of advanced equipment software, transforming laboratory experimental conditions, scientific research, personnel training and academic exchanges. The self-provided funds are used mainly on scientific researches. The provincial special allocated funds are used to purchase the advanced equipment, the transformation of experimental conditions, such as personnel training and academic exchanges. The details of expenses are listed as follows:

10. The Meeting Minutes of the Academic Committee
On December 12, 2012, the Second Session of the First Academic Committee Meeting of Shandong Provincial Key Laboratory of Fine Chemicals (Qilu University of Technology) was hold in Jinan. The members of the academic committee attending this meeting include Peng Xiaojun, professor of Dalian University of technology, Kan Chengyou, professor of Qinghua University, Huang Jianbin, professor of Beijing University, Hou Wanguo, professor of Shandong University, Li Tianduo, professor of Qilu University of Technology, Xia Yongmei, professor of Jiangnan University, Chen Dezhan, professor of Shandong Normal University, Zhou Guowei, professor of Qilu University of Technology. Wang Xikui, vice-president of Qilu University of Technology and leaders of the Office of Science and Technology attended the meeting, and more than 20 members of Shandong Provincial Key Laboratory of Fine Chemicals were present at the meeting.
Professor Peng Xiaojun, director of the Academic Committee hosted the meeting. Wang Xikui delivered a welcome speech, expressed the heartfelt thanks to the arrival of the experts and the school would continue to support the development of the key laboratories and look forward to the guidance of experts. Professor Zhou Guowei, the director of the laboratory delivered an annual working report of 2012 and reported the related work of the laboratory, including the introduction of excellent talents and the construction of scientific research team, the collaboration of scientific research and the innovation ability and the laboratory results. The members of the academic committee listened to the report carefully and made an examination and approval, fully affirmed the laboratory’s work in 2012. Moreover, they offered many suggestions and opinions in terms of how to construct the laboratory concerning the needs of the development of light chemical industry of Shandong province in the "Twelfth Five-Year" period.
The meeting is a complete success and has important significance in the future development of the laboratory.
